In general the answer is NO, but also depending on the quality and some trick you may be able to improve a little. This is what you may nêd to d?
1. Asking the person who sent you the blurry photo for a better quality version. eMail may not be the best way to send large file (image file), so you guy may want to use one of dozens File Hosts instead.
2. Depending on the quality, you can use some trick like
a. Print the current blurry photo to a large print (like 8×10"), you may have to do some adjusting before printing, and the 8×10" print doesn’t have to be super clean
b. Snapping the printed photo using digital camera (the photo should be better than original now), then print to 4×6"
c. Rescan the better quality 4×6" print then you have a better photo to work on.
That’s it! now the newer quality will depend on how well you do those tricks, how well your photography and photography equipment you have etc..
Also, editing a low quality photo usuallly not a good idea, and this is one of the reasons why I don’t mess with poor photo.
