Automatic stroking of variable curvature path?

I doubt Photoshop can do this (I am a newbie). I need to be able to envision a curved black line and then use the mouse to click various points along my envisioned line and when I have spotted several points along the line (not yet visible except in my mind), I need to have it stroked so that the tangent of the resulting curve at any of the points (except for the first and last point) is parallel with a straight line drawn from the two points on either side of the point in question. The first and last point should not be part of the stroke, but only server to set the direction for the second and next to last point. So, if you select a brush tip that is appropriate (say a solid black line 5 pixels in width – just an example), and you envision a portion of an off angle ellipse, you should be able to start clicking points, the first one being outside the line you envision just to set the direction the curve will have at the first point, and then proceed to click several points along the line you are hoping to see stroked when you finish, and then, after you have populated your imaginary line with enough points, click a final time outside of the line to set the direction of the curve at the last point ON THE CURVE, and then, select stroke and the resulting curved line should go through each point with a curvature (at each point) that is parallel to a straight line drawn to connect the two adjacent points. This may sound complicated, but it is really very simple, and would make it very easy to draw variable curved lines with precision, so that you wouldn’t have to guess about the final appearance when it would get stroked.

If photoshop doesn’t do this, is there a plug-in, or any other graphics program that offers this feature.
Please note – this does NOT allow for using bezier curves in as much as the curvature is not dependent upon any "control" points, but upon anchor points along the line on either side of any given point.

I hope someone understands this query and can advise me.
