Resize Placed Images

If I’ve got an image open and then place another image into it, how can I resize that placed image? Often times the newly placed image is way too big for the image it’s been placed into and needs to be shrunk or enlarged. It has to be possible right? Any help you could provide me with would be greatly appreciated!

Edit>Transform or Control+ T on the keyboard. Drag the resulting "handles" to suit.

hi,I followed the steps above, I got my image resized properly .but another question ,is it possible to resize image at a specific weidth and height without using third party image resize tool?
