1. create the romantic cloudy and snowy effect around the edge of picture.
2. insert the text in the picture.

1. Genrally; Use a Large Round, soft brush with some degree of tranparency (i.e. does not paint 100% solid paint).

2. Use the Text Layer (the solid ‘T’ on the toolbox)

Thanks for your reply.
I need an automatic feature for the snowy cloudy effect around the edge of the picture. not the manual one.
Does photoshop provide that?
