I am new to photoshop and I cannot understand the differentt uses between Photoshop itself and image ready.
What is image ready used for?
The desktop looks almost identical so what is the difference. I have noticed that the pallet has actions in its selections?

Image Ready is for creating special web effects: image maps, GIF animations, and sliced tables (although PS can do the latter). It also can create some JavaScript effects, the most popular being rollovers.

IR is used by web designers, but I suspect that print designers never use it. It does not have the same power for image manipulation as PS, so the normal workflow is to do most of the work in PS, and then switch the image over to IR when the above effects are needed.
