Problem "crops" up

Suddenly, when I make a selection with the oval tool, I can’t move the oval around to adjust its position anymore. Instead of an arrow inside the selection there’s a plus sign with a small X next to it and when the mouse button is held down and the mouse moved, a new selection starts forming. Did I make the wrong properties selection for the tool in some dialog box or something?

With the marquee tool selected, look on the toolbar on the top left there are four different selection options, You have the Add to selection selected, you probably want the first one New Selection. Just leave it on New Selection and use select+shift to Add, +Alt to subtract, +CTRL to copy, +CTRL+ALT to duplicate.
