Image Management — Which Program?

I need a program to manage my digital images. I’d like it to scan my CD’s and make thumbnails of all the images. Then put the thumbnails in some kind of a database. Once in the DB, I want to sort, delete, create folders, move thumbnails, etc. But still be able to select the thumbnail from the catalog and have the program tell me which CD it is on. I’d even like to change the names of the thumbnails and still have the program tell me which CD it’s on.

I use Photoshop and have been doing a fair bit of photo restoration of old family photos.

Is there a free program that would do what I want? If not free, is there any program that would do what I want?
