WMF is an acronym for Windows MetaFile. They are normally a vector format, but *can* be bitmapped image graphics, or a vector format graphic with a bitmapped preview image.
In addition to the list provided by "PH" they can usually be opened by most vector graphics editors, such as Corel Draw, Adobe Illustrator, Macromedia Freehand, Serif DrawPlus, and etcetera.
You might have better luck using one of those programs to open the file and rasterize it (e.g., turn it into a bitmap and resave it in one of the common image graphics formats).
