After purchasing and installing Photoshop 7, it changed my internet .TPL extensions to open in it. They’re text files, not images. I changed them back to open in notepad, however the Adobe icon is still on the files. Does anyone have a clue how to change the icon back to the notepad icon? Clicking on restore in the Folder Options simply changes it back to Adobe. Please help.

I told you I already did that. The file opens in notepad just fine, but the icon is still the Adobe one! My OS is XP Pro by the way.

try in explorer: extras > folder options > file types look for your filetype. there are also possibilities to change the icon of it.
