Yes, you can upgrade, but you might need to call Adobe when you go to install the software for special instructions.

Thanks – I just ordered the upgrade (from Dell, of all places, who is charging US$152 shipped for the upgrade cd through November 6 2003. I’ll figure out about installing it when it arrives.

What happened? I have version 4.
You’ll have to wait for Monday November 10 afternoon. That’s when it arrives.
I received PSCS Upgrade package, and install did not recognize my Version 3 CD. I called the number on the package insert, and the tech said that 1) Photoshop 3 was too early to qualify for an upgrade and 2) My serial number for 3.0 was not registered to me.
I insisted that she was wrong on point 1, and to look harder on point 2. She finally located my old registration under my telephone number, and took me through an install using a commandline switch. At a certain point during this installation, a 6 digit number came up, which I repeated to her, and she read me back a different 6 digit number, which I entered, and the installation proceeded fine after that point.
Activation after that was a snap.
So, be aware that not all the phone techs at Adobe are aware that Version 3 (and 4) qualify: her first comment was that one needed Version 5 or greater to upgrade. And old serial numbers might be hard to find.
The phone service people are probably not the most senior people that Adobe hires. If you ever doubt a support person knows what he/she is doing, insist on asking to talk to a supervisor. Everybody working at tech support has a first day on the phones, and that might be the person talking to you.
