Grunge/Dirty Effect

I use Adobe Photoshop 6.0/Windows/233MHz Touch System/64MB RAM

I want to find out how to use a grunge effect. Not a "fuzz" effect — more like a dirty, scratched camera-lens thing. What would you recommend?
