Hey thanks for the reply. Actually I am unable to open these web graphics with any graphics program I have. Advanced jpeg compressor, Imageready, photopaint, photoimpression or the paint program that came on the computer. I wonder if it is a windows problem since it isn’t isolated to Photoshop. Thanks in advance for any advice.

Yes. I have cleared the cache and I still get the same error.
I got it! It seems if when I right click an image and save it, if I change it to a bmp file including typing over the extension in the name it will come up. I’m going to try it with some other images but I think that will work. I still don’t know why it won’t open a file saved as a jpeg but I’m sure I’ll eventually figure it out. Thanks again for your help.
This sounds like the IE jpeg "bug" but seeing as you’ve already cleared your cache, then maybe it’s not. Are you an AOL user? If so, the following from the Microsoft FAQ might help. If not you could post on the Microsoft Forum – microsoft.public.windowsxp.photos. It’s definitely a Windows problem.

Q. Why cant I save .jpg, .gif or .png images in their original format in Microsoft Internet Explorer?
A. Sometimes, if you right-click an image in Internet Explorer and choose Save Picture As, the list of available types in the Save As dialog box will not contain .jpg, .gif, or .png. It will either contain both .bmp and .art, or only .bmp. Here are two procedures that may fix this problem.
To empty your Temporary Internet Files cache
In Internet Explorer, click Tools, and then click Internet Options. On the General tab, click Delete Files.
To turn off graphic compression in the AOL client
Go to Preferences in AOL.
Click Internet properties (or WWW in some versions).
Click Web Graphics.
Clear Never compress graphics (or Use compressed graphics in some versions).
Q. Why cant I preview .bmp or .art files that I downloaded with AOL?
A. Because those graphic files were probably downloaded in a compressed format, which is the default setting.
