I have a logo that I am trying to create a weathered, stressed, or rubber stamp look. What is the best wat to do this? Is there a filter, or is it done manually?

I want the final graphic to be a bitmapped tif so I can colorize it an place it over other images in a layout program.

I can e-mail you an example if that would help.
Or is there a way to add attachements to a post?

There are plenty of tutorials on how to accomplish the effect you’re after. I’d suggest doing a google search for weathered photoshop tutorial and see what that turns up. Depending on your end goals, you’re likely to find several ways to do it.

If you’d like to post an image, I’m sure everybody here would love to show off their expertise and give you specific tutorials on how to achieve the desired results. Odds are, you’ll probably learn several ways to achieve the same effect.

I would suggest to take a picture of anything dirty and scratchy (street/asphalt, a wall, a dirty floor, old metal…) and put that as a layer on top. then play with the different blending settings ( multiply, overlay and soft light mainly..). if you want to have that only on a specifi area, then make a mask covering only this area on your weathered layer. the mask also goves you the option of adjusteing the strenght/transparancy wherever you wish, by painting either black or white on it.

btw, if you find one that seems to fit your needs particulary well, you can make a pattern of it and have that always handy for later use as a layer effect.
