How do you get this faded look and the bleaching of all colors into just the shades of blue like in the attached?
First: Please do NOT post binaries in non-binary newsgroups. The appropriate way to do this is to post the pic on a Web site and put the URL in a message.
There are many ways to get this effect. One of the easiest is to create a layer that’s solid blue, then put the image in another layer, set its Mode to Luminosity, and change its Opacity. Using Image->Adjust->Curves can also get you there.
