Why is there an option each for Free Transform and Scale? They are both exactly the same…Bring back Numeric!

Numeric input is available in the Options bar when doing Free Transform.

And Scale is not quite the same as Free Transform as it does not allow for mouse-based rotation. For some users, less is more, I guess.
