Why did Adobe remove Transform> Numeric… ?

Has anyone noticed that Adobe has dropped this crucial function from the last couple of Photoshop versions? It is only available in Adobe Image Ready. Numeric was best for resizing a layer to a specific size or ratio. When importing huge images you didn’t need to zoom out twenty times and Free Transform back to canvas size. Is anyone else missing this feature?
