Use Hue/Saturation [either from the menu or, better, use an adjustment layer] and select "colorize".
You might want to remove all colour first using another technique, such as the channel mixer. This should get you started.

Hue = 25 to 30
Saturation = 15 to 20+
Lightness = 0

There are plenty of possiblities around these numbers. Look out for a green cast if you go too high above Hue 30, and too much red below 25. Sepia is a made up hue that is largely a matter of personal taste. There is also the matter of small gamut ink sets that can do it with a little more subtlety.
Do a search for the last time the question was asked and look for a good solution with colour balance instead of H/S

Perhaps easiest are the actions included in your copy of Photoshop. Try the "sepia toning" action in the default actions folder, or load the "image effects.atn" group, and select from within its folder. Hope that helps, Bryan.

I have a quick way to get a pleasant sepia look. Image – ode-grayscale -save as( gets me a b&w). Then I choose Image- mode-rgb(prepares the b&w for the next step). Image-adjustments-color balance-red slider to the right, yellow slider to the left. Play with the red and yellow to get a pleasing color! I love it!
