Line thickness filter?

I’ve scaned in a hand-traced world map (.bmp) and need to have all lines THE SAME WIDTH. It was originally done in pencil and so the thickness varies somewhat. Is this possible with any filters in Photoshop 6? I’m sure there is some sort of outline filter but that’s the closest I’ve come. I’m looking for all lines to be approx. 3 pixels wide. There must be a way….anyone have any ideas?

Create a new layer and trace over the existing lines. If they are perfectly horizontals or verticals, hold down the Shift key to draw a straight line. Toggle the new layer off and on to make sure you cover all the lines.

….or Flood fill the sea area – use cuves etc to tidy up the image so black = sea and white = land – copy the layer and make a solid color layer – paste the b/w image into the mask channel of this new layer – then set the fill opacity to 0% and set a stroke in the layer effects…
