How big is the image you are trying to print? 8 by 11 or smaller?
From your description, it sounds like your image may be larger than the printable area specified within the printer driver.
nope. . .the margins are correct. I’m using the print preview screen and it definately fits. I have no idea why it will not print the entire border

Print it smaller. Does it fit? If so you are exceeding the printable area.

Try the Print with Preview option. Select "Scale to Fit Media" and you should be okay.

1) What kind of printer do you have (make and model number)?
2) What are the dimensions of the print?
3) What size paper are you using?
So far all we have is 7 Point border and Photoshop 7.
I’m using the print preview screen and it definately fits.
The print preview assumes that you will choose a printer that is able to accept the settings you have used. Also note that the preview does not include the border. I still believe you are exceeding your print margins. Solutions have been given. You just aren’t accepting them and have given no information to support your claims that you are within the capabilities of your printer.

Thanks for helping. . . sorry bout outburst, just a little frustrated. So, my printer is an hp deskjet 5550. I am pretty damn sure the margins is not the problem because i tried printing at 9.2 x 5.8 which is well under the maximum size a pic can be and it still prints with only the top left corner having a border. I even displayed the bounding box in the print preview and the entire pic is definately within printable area. I called hp tech support and tried like 10 things that did not work. HOWEVER, when I tried printing the picture on a lower quality on not premium plus photo paper, it printed the border. So how can I get it to print the border on best settings on photo paper?
You didn’t by any chance actually add the border to the file itself, as opposed to specifying it in the print dialog did you?
That would be my first guess. Sure it should work through the print dialog, but you sometimes have to improvise.

You are correct it is within the print margins. It sounds like your computer is having trouble processing the high res image. What are your system specs (Processor and memory)?
Sometimes you can compensate by changing the spool settings so the image will be processed as it sends to the printer. You can also try "Print to File" and then send the prn file to your printer directly. Unfortunately that would add steps you probably don’t want to have to deal with each time and it may not work either.
I have pentiumm 4 2.6 ghtz with 512 mb of ddr memory. . .i’m pretty sure my computer can handle printing a 30mb image. I know my computer would print it correctly if I just made the border manually, but i really do not want to do that. I guess i could try print to file, but I dont think my computer is the problem.

Yes it should. How large is the spool size of the image in the print buffer?
It is also possible that it is sending the data to the printer too fast for it to print. All it takes is a buffer overflow somewhere.
Did you try everything that was suggested?
-Adjusting your spool settings?
-Printing to file?
-Adding the border manually?
