I use the resize command under the Help menu and I noticed that once I input the width, the height automatically populated. I wanted 4.75"w x 3.25"h but the height will not allow me to input data without automatically changing the width. Please tell me how to input my own custom measurements exactly as I desire. Please advise.

Uncheck "constrain proportions".

EDIT: I just re-read your post and saw you were using the resizr under help. Go: Image/Image size and resize from there.

The resize command automatically keeps the size ratio of your image. if you want to change your height and width to a specified size go to image> image size. input your height and width there with constrain proprtions unchecked. but this will also change the proportions of your image espescially if you are trying to make a rectangle out of a square. a better way to do it is to use the crop tool and input your sizes on the option bar and crop your image.
