Photoshop 7 Color Palette will not appear

Hey I’m running Photoshop 7 and am having a serious problem. When I click one of the color swatches in the Tools palette, the color selector will not appear. Also when I want to change the background of the current document (Shift+Backspace) that window will not appear either. Any idea why this is happening? I’m running XP Pro with a Dual Xeon 2.4ghz, 3GB of ram, and also running dual monitors at 1600×1200.
