Never…in fact, Microsoft will discontinue direct support of Windows ME on December 31, 2003 as it enters an "Extended Support phase".

FYI — The Adobe website for "Central, Eastern Europe and Middle East" only mentions the complete Adobe Creative Suite "Middle Eastern version available soon" without any reference to Photoshop CS ME as a separate product. Photoshop 7.0 ME is the current offering.
