How can I have an image on 1 layer, and create a new type layer, and have the type mask the image beneath it have the image show through the text?

Yes – group the image with the text layer (as explained in your manual)

Put the type layer immediately below your photo layer.

Layer>group with previous (Control-G)

or alt/click the line between the layers in the layers palette.

yes…try masking the layer underneath with the selected outline of your text…
