The Adobe help document describing the operation of Adobe Gamma (#13252) indicates that after removing Adobe Gamma from the Startup folder that Photoshop will access the profile last saved in the Gamma applet. This implies that the Windows 2000 monitor color management system works independently from the Adobe Gamma applet. In hours of fooling around with Adobe Gamma and the Windows 2000 monitor color management settings it appears that the Adobe Gamma applet automatically updates the Windows 2000 monitor color management system whenever the Adobe Gamma applet is run. The opposite is true whenever a change in profile is made to the Windows 2000 monitor color management system – the changed Windows 2000 monitor color profile appears as the default profile in Adobe Gamma!

Is this the way these two applications are supposed to interact?
