I asked this once before, but never got an answer. For the last couple of months whenever I create a new layer it comes up locked. This is true of text layers and layers I paste selections into. When I try to move the layer contents to position the text in a text layer for example I get a message "cannot comply with your request because the layer is locked". I know how to lock a layer but can’t find anything in the help files or the manual on how to unlock one. Does anyone have an idea of why this has just started to happen and how to unlock the layers? When I click on the lock symbols next to the layer, the little lock symbol in the layer comes on and off, but I still can’t move it. I am using Photoshop 7 on a PC running Windows XP./

Have you tried resetting preferences? Are you updated to 7.0.1?

There are several options for locking a layer. You can lock the entire layer or certain aspects of it, as shown by the 4 symbols next to the word Lock at the top of the layers palette. Make sure that *all* lock options are off i.e. no lock symbol of any sort – either solid or hollow – on the layer.
There’s more info on this in the help files under the title "Locking layers"

If your layers are in a set and you’ve locked the set – a lock symbol next to the Set title – all new layers in that set will come up locked by default and you can’t unlock individual layers unless you first unlock the set.

That’s for Backgrounds, not new layers.

By the way, you can Alt-double click on a Background to unlock it, and not have to hit Enter.

That’s interesting

Ctrl + Shift + N creates a new layer in an existing document. Ctrl +Alt + N creates a new file with a new background layer that is locked. Double clicking this layer and then Enter converts the locked background layer into an unlocked layer ( layer 0)

Your PS seems to have merged the two ???
