I have a friend who wants to print off multi passport size images on one sheet of A4 is this possible in photoshop?

Yes it is.
Make your photos 2 inches square (for US passports – your country may vary)
Make an image 8 inches wide and 10 inches long.
Turn on the grid.
Drag your photo to this image multiple times.

Take at least two of the pictures in your luggage in case your passport is lost or stolen.

File/Automate/Picture Package

pick the page size and image layout you want.
