Is there a program available to create a thumbnail from a large .psd file without first opening it up in photoshop?

Do you mean smaller PSD files, or thumbnails (as Jpegs) for the web?

How about resizing in a batch operation and saving into a new folder so you don’t overwrite the originals.

Either would do but preferably as Jpeg for use with HTML. How do I resize in a batch operation as you suggest? What program/application will do this?

Photoshop.
You record an action of resizing one file, then play it back on entire folder of files.

Personally, I find IrfanView easier for batch resizing/converting, although the PhotoShop action method is more customizible, assuming each image is to be treated exactly the same (you can add sharpening, color balance, whatever) to the action.
