Why does PS disable the use of all tools sometimes?

Hi,

I have PS CS and sometimes all the tools will seem to be disabled. I can select them (eraser, move, select, brush, etc.) but I can’t /use/ them. Other things (resize, levels, menu selections, etc.) work, but not the stinkin’ tools. If I exit PS completely and reenter, everything’s fine again. Very annoying…

It "disables" tools while you are in the middle of using others sometimes. Does it happen when you are using some tool that has a dialouge up, like a blur filter?

Well, I am pretty sure that whenever it does it I /was/ just using a dialog-based item, color-balance this last time it happened. But I dismissed that dialog. I had thought of what you’ve said and minimized everything, but could find nothing that was "modal". And other modal dialogs would pop up fine. For instance, I could rerun color-balance or levels just fine.
