If you wish to code in C, you can use the CodeWarrior development system to build plugins for Mac or Windows. (CW is available for several platforms: http://www.metrowerks.com/MW/Products/CodeWarrior+Technology .htm)

If you’re looking for a freely downloadable development system, you can also use the Macintosh Programmer’s Workshop to build Mac only plugins (http://developer.apple.com/tools/mpw-tools/). To build Windows plugins, you can use the free Borland tools
( http://www.borland.com/products/downloads/download_cbuilder. html), or mingw32 (http://www.mingw.org/) to cross-compile from Linux to Windows.

You will need to apply for the Photoshop SDK, see
