Does anyone know if there are ICC profiles available for the HP Photosmart

I was under the impression that all HP consumer printers expect "standard" sRGB inputs. In Photoshop try converting your RGB screen image to sRGB IECxxx. You may need a driver to address the specific paper you are using.
sRGB is not a profile, it’s a color space. A color space is an assignment of the numerical value of the pixel to a particular color. A profile translates the color space to the particular output device so that the printed/displayed colors match the abstract colors of the color space as closely as possible. (There are colors in sRGB that cannot be printed and colors the printer is capable of that aren’t in the sRGB color space.)
For accurate color matching between your display and your printer, you should have or make a profile for your display and for each printer/paper/ink combination you use.
