Just try the following:

1. draw a perfect circle in Illustrator CS
2. select the circle and Copy (make sure "Copy as: AICB" option is selected in Preferences)
3. in Photoshop CS, make a new document, setting the resolution at 300 dpi (this is very important, must be more than 72 dpi) and "Paste as Shape layer"

What do you get?

The first time I did it, I got a completely filled in layer.

The second time, I increased the dimensions of the file and I got a circle. So I think you may have found a small bug whereby you need to increase the dimensions of the graphic larger than the graphic in Windows clipboard.
