Hi – When the file browser caches the thumbnails and metadata, where exactly is it stored? I know that they can be deleted from within a photoshop menu, but for security reasons I want to manually locate them and use a more secure file-eraser.

Also, is there any way to switch off the file browser caching?

The best way to "switch off" the file browser caching is simply to not use it. Caching is integral to the way the FB works, so it wouldn’t make sense to turn it off.

On Windows2000, the cached files are stored in C:\Documents and Settings\(your machine name)\Application Data\Adobe\File Browser\PhotoshopCS (or Photoshop7).
