I have done a cartoon style little book from photos with: Filter -> Other -> Minimum, set to some radius 3 pixels, but the value depends from the image size of course. Further I changed saturation values. And I saved in an Action to be able to transform each image the very same way. I was satisfied because I was reading a cartoon that had the same aspect.
