I have a group shot of several people in jpeg format. I wish to highlight one of the faces with a colored cicle of several pixels in width.

I neglected to add "using PS7"

I have a group shot of several people in jpeg format. I wish to highlight one of the faces with a colored cicle of several pixels in width.

Use the Circle selection tool. Create a circle about the size you want. Hold down shift to get a perfect circle.
Go to Select>Transform to change the size and position of the circle. Click the check in the toolbar when finished.
Then Edit>Stroke and set the number of pixels for the stroke.

You can do this with these steps … select the elliptical marquee tool from the tool box (top-left box), hold down the shift key and drag to make a circle, set your foreground color to the desired color, from the menu do Edit > Stroke and set the width, etc.
