The Extract filter would work fine with a little patience (Filter > Extract). Try
using Corel’s Knockout 2 for a better job.

The list includes just about every tool there is in Photoshop. Which tool is the right tool for the job? That will depend on the photo itself. If there is a lot of contrast between the background and the person, the Magic Wand will probably suffice. If not, there is the Magnetic Lasso, the Pen Tool, the Channels, the Color Range, Quick Mask and Brushes, …

Any selection tool would work, but the Lasso Tool might be best. If your background is significantly different than the image, using the Magic Wand Tool would work. Something you may want to consider is creating a layer mask from your selection instead of actually removing pixels. After making your selection, go to Select > Inverse to select everything BUT the person and click on the layer mask icon at the bottom of the Layers Palette.

Then just drag the layer and layer mask to the other picture. You can do this from the file itself or from the layers palette. if you made a mistake or need to alter the mask, you can do so with your eraser and paint brush to hide or expose pixels.

Also, I bought Katryn Eismann’s great Photoshop Masking & Compositing book, which is 500 pages addressing your very question.

I myself find that a rough selection with the lasso tool and then working with the brush tool and keyboard commands ([ & ] for changing size, Shift-[ & ] for changing hardness) on a mask has come to be my quick and dirty method of making selections. And it’s non-destructive to boot.
