Fit To Screen Does not Always Work

Ctrl + 0 usually works fine but not always. Sometimes instead of a full screen, the image stays smaller and the scroll bars appear. This also affects all open photos. I have seen 2 answers to solve this problem but niether worked for me. I can work around it by hitting F and using the gray or black screens but often times I want to work with the image as it first appears in PS 7.01.
The only sure way to "return to normal" is to close all photos AND PS as well, then re-open. This is time consuming and annoying.
If readers know why this happens and/or how one can prevent it, please let me know via this Forum. Any help with this would be greatly appreciated.

Got "ignore palettes" and "resize windows to fit" selected?

Thanks for the reply. I do have "resize windows to fit" selected but not "ignore palettes" because I did not really know what the latter referred to. I have done that and will continue to work with photos to see if it will recur. Should the problem be solved, I would be happy to find such a simple solution.

Btw, if you use "actual pixels" and your image is larger than your screen resolution, you will of course always get the scroll bars in the image regardless of other settings.

Sure Mac, I understand that would happen and I frequently enlarge to 200% to work on some detail then I just hit Ctrl+0 and I’m back. Thank you for your help. I will continue to work with photos as usual and hope it does not occur again.

I do not want to "flog" this subject to death but Fit to Screen still does not work i.e., the scroll bars appear after cropping the photo.
Fit to screen and Ignore Pallets are both checked. The only thing that works is to close PS 7, open it and the photo and once again, Crtl+0 fits to screen with no scroll bars.
Perhaps this is normal PS behavior and I will have to live with it but should anyone on the Forum know of a solution, please let me know.

Try double clicking the hand tool or the fit to screen button in top options dialogue.
Maybe it’s just a keyboard shortcut glitch for some reason.
