how does one cover up or remove skin blemishes from an image

In PS 7 usually the healing tool/patch tool or clone tool.

pre ps7 you only have the clone tool. slowly build up using a low opacity (30% or so) brush. sampling from several areas while covering the blemish can help. then maybe a touch of the blur tool (very light 10-20%ish) around the edges…

The healing brush works best, but if you have an older version, in addition to what dave said, try changing the clone tool’s mode to "lighten". It will help reduce edge artifacts.

If there are more than a few blemishes, duplicate the layer, make a selection of the face. Go to Quick Mask and deselct those areas (like eyes, nostrils and lips) you want to remain unaffected. Escape from Quick Mask. Go to Channels, and gaussian blur the red channel. Then change the Blending Mode to Overlay or Soft Light, adjust opacity to taste.
