i scaned in 2 different scanners the same photo
now

i want to compare between the 2 scanners the percents color of each scan
4 example: 2 compare the percents of red in each scan
in what program i can do it & how

Assuming that the two scans match in size/resolution and angle, you can get a visual representation of where the images match and where they don’t in Photoshop by layering one on top of the other In Difference mode; the Info palette will then give you a readout of the discrepancy between the pixels under the cursor. You can compare individual channels by making the others invisible.

Photoshop will do it.

1) Combine the two images as separate, aligned layers of the same image,
2) Define an eyedropper sample
3) Switch between layers to compare the RGB values for the two images.
4) Move the eyedropper to the next point, and repeat
