how do you put an image over another but you could still see the image beneath like a smoke or a window?

Decrease the opacity on your topmost layer. I’m not sure what you mean "like smoke or a window" except that you’re referring to an altered state of opacity.

Not sure if this is what youre looking for but I would make a selection of the window, Use Ctrl-J to put it on another layer. In the drop down at the top of the layers pallette select difference and vary the opacity. This looks like a tinted car window.
