I’d like to select a portion of raster data in a
layer and rotate it 90 degrees counter-clockwise.

Make a selection and Edit>Transform.

As an addition to edjh’s suggestion, if you don’t want to cut it from the original picture, select it Ctrl + C, Ctrl + V to place the selection on its own layer and then use Ctrl + T to do a free transform (rotate)
