Converting Black & White images to Color.

Ok I was recently in my local Wallgreens, and happened to stop by their photo center and noticed that they are able to convert Black & White images to Color. Hoping against hope, I asked the girl at the counter how this was done, of course her answer was "well we don’t really do that here we send it out to get done" and even her manager had no clue how this was done. So my question is: Is there a photoshop 7 plug-in or filter or process that will allow me to convert a Black & White image to color?

You’d convert to color but then you’d have to "paint" any objects you want to see in color. For instance, you’d paint the grass green and the sky blue.

It’s certainly not rocket science but also not a beginners project.

This did not look like that type of project and the price was too low for them to be doing that level of work, I have done this kind of conversion before and you are right it is not a beginers project, I have to believe with the quality and extent of work they are doing for the price they charge, that they must have a program or something that does much of the work for them. The facial colors looked fairly realistic. In essence the images they say they can reproduce look more like early color photos with good color representation, but little saturation.
