Why are things grayed out under filters menu?

I’m using photoshop cs and an online text tutorial. I get to a point where it says to use filter texture but it is grayed out. Why are things grayed out under filters menu?

Perhaps you are using a file with 16 bits per color?

Try going under Image>mode>8-bit. You won’t notice a difference in the color and it enables many filters and other options that won’t operate under 16-bit color.
