fillter effects and files sizes

the effect filters have on files seems to be determined by file size, i.e. the larger the file size the less noticable the effect. is there any way to recreate the effect a filter would have on a 72dpi file size on the same file at 300dpi?

What you’re asking is a bit odd. The effect does not relate to the "file size" but for some filters (not all) the resolution of the image does make a difference.

Take this as one example, run a Gausian blur filter. In the setting box that pops up there are settings for pixel radius. Well, 2 pixels of a 300 dpi image have less of a linear measure than 2 pixels in a 72 dpi image (You knew that right?).

SO… if you want to recreate the effect at a given resolution then do the math for the linear measure of pixels.The sent the filter accordingly.
