Making a rectangular marquis of identical height and width

I am not sure if I phrased this question properly but what I want to do is use the rectangular marquis to make a rectangle inside a photograph so that when I invert the selection, the width of each side is exactly the same. I will then fill this with a solid color for a border and each side of the border will be an identical thickness.

I could do this if I could figure out how to adjust each side of the rectangle once I get it drawn but unlike the crop tool I see no individual "handles to move a side in or out. Can this be done?

To get equal sides (a square) hold down Shift as you drag it out. To transform the selection (get handles) right-click (Control-click on Mac)inside the selected area and choose Transform Selection OR go to Select>Transform Selection.

Select>All
Select>Modify>Border and type a largish number
Type Q to enter Quick Mask
Image>Adjustments>Threshold and drag the slider til it looks nice Type Q to leave Quick Mask

If you prefer this route, use:
Select>Transform Selection
hold down the Alt key while dragging to keep left and right borders equal or top and bottom borders equal.

This method works BEAUTIFULLY! Thanks so much for sharing your knowledge. There is so much to learn about how all the functions in PSCS fit together to make it all work. I study my Total Training DVDs religiously but there is always so much more to know.. I keep a book and write down these tips I get in this NG and am ever so appreciative of those who take the time to answer my questions.

I am still trying to understand this concept of masking, what it is for, when it is used, etc., etc. I suppose over time I will get the "big picture"

You can create several types of borders with Mostack`s Frames Plug-In Also it supports transparency for borders.
