Is it possible to save a Windows Icon ico file from Photoshop? If not, can anyone suggest a (preferably free) application that can?

Photoshop is not really a good icon-editing program. There are many, many freeware and shareware icon editing programs, including IconEdit, Icon Forge, Axis Icons, and more. Check www.download.com or do a Google search for "windows icon editor".
