HELP! need to have a hi-res JPG but in low height for web usage in PS cs

I need to publish a series of pics that require hi-res o hi quality but i need them to download fast in dial-up connections, i’m talking ’bout 10 to 14Kb. The pics are 400*232px average

You need to set them at 72 DPI in Photoshop, then "save for web" and adjust them the best you can to your liking while at the same time keeping an eye on the files size. As Robert said, you can’t have it both ways.

There is a huge difference, but as you say, NEITHER ppi or dpi has any meaning for onscreen/web images.
