Changing the DPIs of TIFF files?

Is there any way in Photoshop to open a 600dpi B&W TIFF file and save as, say, 96 dpi??

With the "Save for Web" function, I can save a file that was originally TIFF into GIF or JPEG, but I don’t see how to downsample a TIFF to TIFF.

Use menu command Image>Image size

You downsample a TIFF by using the Image Size command. Turn on "Resample Image" and enter your desired resolution.
