Jason, I first thought you were kidding or were just trying to draw traffic to the site. But giving the benefit of the doubt, and assuming you’re very new to design and Photoshop; it’s very simple and a technique as old as time. Open your photo or image in PS, create new layer (safer), select your rectangle for the "screened" area with the marquee tool (upper left in tool box, a rectangle with dash outline), fill with white, then in the layer palette select an opacity like 60%, then select the blending option that you like best, like Normal, Screen, Overlay, Color Dodge, Lighten, Luminosity. With most of these you’ll find no or subtle differences and you can adjust your opacity percentage accordlingly. Then just type your text in a new layer over it. Also be aware that this effect, depending on the underly photo/image, doesn’t have to be done with white; you can choose other complimentary light colors to use.
