ctrl N new pix.
select elliptical marquee tool
at the top you should see a pull down with 3 settings normal, fixed size and something else.
lets go with normal since they all work the same.
on the image background hold shift to constrain the image to a circle. otherwise you get pretty much a free form oval.
drag it out to the size you want.
you should see dancing ants forming the outline of the circle. let go of shift
right click or use the edit pull down from the top menu
select stroke or fill. stroke just creates an outline of a circle, filled creates a filled circle.
now wait for the menu popup to decide the next few steps on how big a stroke and color of stroke or fill.
hit enter and you should have a circle.
I feel I just have to tell you this because of your behaviour. In Photoshop 7.01 if I do as you suggest:
marquee w_shift > Edit the "stroke" option is still greyed out! You have to be on the center of the three optons (shape layers, PATHS and fill pixels) then right click and select stroke path in the popup window.
