If I understand you correctly, you have an image of a hand and want part of this hand to become partly transparent. The way to achieve this depends on the appearance of the area surrounding the hand. If it is a photograph of a real life hand on a real life table, you will run into trouble. You will nead another image of the table without the hand in order to merge the two images.
If it is, say, the hand of Leonardo’s Mona Lisa, you run into even more trouble, because you don’t know about the duplicate key to her chastity belt which is hidden under the hand (actually, that’s why she smiles). So you have to rely on your imagination and recreate the hidden surface by artistic means.
If it is the drawing of a hand on a monochrome background, things are simple. Alt select the color of the surrounding area with the eyedropper tool, so that it becomes the background color in the tools palette. Now select the eraser, use a soft brush (zero hardness) with an opacity of about 10 to 30%. Paint over the hand and it will gradually be replaced by the surrounding color. Depending on your skills it might be appropriate to activate the air brush. If you want the hand to become transparent and something underneath the hand is supposed to shine through, ask again.
